When the spine or joint is adjusted, tiny air bubbles found in the fluid inside the joint can sometimes make noise. As the adjustment occurs, the joints are separated slightly. This creates a negative pressure known as a vacuum, which draws out the gas from the joint fluid, creating a cavity. This extraction of gas is what causes the "popping" sound.
